Is Sri Lanka open for Tourists?

Yes, Sri Lanka is open and ready to welcome international travellers once again. Bandaranaike International Airport [BIA] and Mattala Rajapaksa Hambantota Airport [MRIA] are both fully operational.


Who can visit Sri Lanka?

All nationalities can visit Sri Lanka except for passengers travelling from the below mentioned countries.

Travellers with a travel history (including transit) in the past 14 days to South American countries and South African countries (South Africa, Angola, Botswana, Lesotho, Mozambique, Namibia, Swaziland, Zambia, Zimbabwe) will not be permitted to disembark in Sri Lanka until further notice.

Travellers coming from India who are not vaccinated or not fully vaccinated are not permitted to arrive to Sri Lanka for Tourism. COVID 19 recovered passengers travelling to Sri Lanka with one shot of the vaccine will be considered ‘fully vaccinated’, the vaccination certificate should indicate the vaccination course has been completed following the administration of one dose.


What are the protocols of travelling to Sri Lanka for non-vaccinated travellers?

As you arrive in Sri Lanka, you will be required to stay in a Level 1 ‘Safe & Secure’ hotel. We’re pleased to inform you that Cinnamon Bey Beruwala is a dedicated Level 1 hotel that can be booked via www.cinnamonhotels.com. All Level 1 hotels including ours, comply with the COVID-19 health protocols and the tourism operational guidelines, taking care of travellers in their initial phase of the visit.

All travellers are required to stay at a Level 1 ‘Safe & Secure’ hotel until the completion of 14 days.

Non- vaccinated travellers can stay at any certified ‘Safe & Secure’ Level 1 hotel/s for the first 14 days of their stay and undergo an on-arrival (Day 1) PCR test and a PCR test on Day 14 of their stay. Travellers are allowed to stay at any number of certified ‘Safe & Secure’ Level 1 hotels and are permitted to use all facilities of the hotel upon receiving an on arrival negative PCR test report. Travellers are also allowed to visit approved tourist sites within a bio bubble.

A bio-bubble is created for travellers staying in Level 1 hotels to visit multiple sites in Sri Lanka. This is done to ensure that their safety and wellbeing is given the highest priority and they also get to enjoy their stay with peace of mind.

What are the protocols if I am already vaccinated?

Fully vaccinated travellers with the recommended doses of the COVID-19 vaccination and arriving after two weeks of completion of the vaccination are required to stay at a certified ‘Safe & Secure’ Level 1 hotel until the on-arrival PCR test is performed (for 24 – 48 hours).

Fully vaccinated travellers who have a negative result on arrival day 1 PCR test report and who haven’t arrived from or transited from travel restricted countries (South Africa, Angola, Botswana, Lesotho, Mozambique, Swaziland, Zambia and Zimbabwe) aren’t subject to further quarantine.

Travellers who have received the recommend doses of COVID-19 vaccine should carry the original certificate/ card (together with a certified copy of English language translation if the certification card is not in English or if relevant data are not indicated in English in a non – English certification/ card) or a verifiable evidence of vaccination.

Travellers who are discharged from Level 1 hotels upon the receipt of a negative COVID-19 PCR test has to submit clear details of the places of stay in Sri Lanka up to the departure date to SLTDA, (Diplomats, Dual citizens, Sri Lankan passport holders) can submit details of their local residence.

It is highly recommended to stay in other categories of 'Safe & Secure' Non Level 01 or Level 02 hotels while outside the bio-bubble.

The following documents will be shared with the SLTDA on prior to your departure from the hotel and based on SLTDA’s final consent the vaccinated travellers will be released.

  • Discharge document (Upon verifying status of vaccination and PCR test results)
  • Passport copy
  • Confirm bookings or residence details of the places of stay in Sri Lanka up to their departure date.
  • Copy of the return air ticket.


Transport must be arranged only from SLTDA authorized drivers/ assistants for airport transfer and excursions and permanent employed drivers of ‘Safe and Secure’ certified Level 1 hotels or travel agents which need to have their company id and a certified copy of the company ‘Safe & Secure’ certification at all times. All travellers are required to adhere to the COVID-19 preventive measures imposed by the government throughout their stay in Sri Lanka.

All unvaccinated children (two to eighteen) of fully vaccinated travellers should undergo a COVID-19 PCR on Day 1 after arriving in Sri Lanka and will be released if they should negative results. Children (two to eighteen) should also undergo a COVID-19 PCR test on Day 10 from a Ministry of Health approved private sector or state sector laboratory and the result should be immediately informed to the area Medical Officer of Health by telephone or email and to Sri Lanka Tourism via [email protected].

Children below two years are not subjected to PCR testing and will be discharged with fully vaccinated caretakers. However if the On Arrival (Day One) PCR testing of an accompanying traveller of the child is positive for COVID-19 the child below two years will be subjected to PCR testing.

Travellers who have departed from abroad within less than two weeks of completion of recommended doses of vaccination will be subject to quarantine for 14 days at a Safe & Secure Certified Level 1 Hotel, Quarantine Hotel/ Centre

Can I travel within Sri Lanka?

Yes, fully vaccinated travellers can travel within Sri Lanka without any restrictions adhering to the COVID-19 health protocols and the tourism operational guidelines imposed by the government.

The non-vaccinated travellers can visit selected tourist sites under the safety of the bio-bubble. Travellers who have completed the 14 day quarantine period in the bio bubble are permitted to travel between districts.

Transport must be arranged only from SLTDA authorized drivers/ assistants for airport transfer and excursions and permanent employed drivers of ‘Safe and Secure’ certified Level 1 hotels or travel agents which need to have their company id and a certified copy of the company ‘Safe & Secure’ certification at all times. All travellers are required to adhere to the COVID-19 preventive measures imposed by the government throughout their stay in Sri Lanka.

The Tourism Mobile App ‘Visit Sri Lanka’ is incorporated into the Online Visa application form and are available on both the Google Play Store and Apple App Store. Travellers are encouraged to download the app for coordination and facilitation purposes during their stay in the country.

Furthermore, travellers who are discharged from Level 1 hotels upon the receipt of a negative COVID-19 PCR test has to submit clear details of the places of stay in Sri Lanka up to the departure date, (Diplomats, Dual citizens, Sri Lankan passport holders) can submit details of their local residence.

It is highly recommended to stay in other categories of 'Safe & Secure' Non Level 01 or Level 02 hotels while outside the bio-bubble.

What are the protocols if I have a past history of COVID – 19?

Travellers with a past history of COVID-19 infection should have a valid document certifying COVID -19 illness (in English), the traveler should depart between 28th to the 90th day from the date of positive COVID – 19 Nucleic Acid Amplification Test (NAAT)*.

This certificate should contain the name of the person, Dates and Names of the positive NAAT*.

Such travellers should arrive after getting at least a single dose of Astra Zeneca/ Pfizer BioNTech/ Moderna/ Johnson and Johnson vaccine or any other single dose COVID-19 vaccine recommended for the general population to fully vaccinate them. This vaccine should be given during the period between two weeks after the positive NAAT* and up to 14 days before quarantine.

If the above is fulfilled they should be quarantined until negative on Arrival (Day One) PCR test report if not fulfilled they should be quarantined and released with a negative PCR done on day fourteen of arrival in Sri Lanka. You will be discharged after verifying your vaccination and certifying your COVID-19 illness and will be provided with a discharge document.

Children (two to eighteen) should be subjected to an On Arrival (Day One) PCR testing and they should have negative results.

Children below two years will not be subjected to PCR after arrival to Sri Lanka and will be discharge with parents, however if the On Arrival (Day One) PCR test of the accompanying parent is positive for COVID-19 the child below two years will be subjected to a PCR test.

Unvaccinated children of two to eighteen years who have been released with the parents should undergo a COVID-19 PCR test on Day Ten after arriving in Sri Lanka from a Ministry of Health approved Private Sector or State Sector Laboratory. Day Ten PCR tests should be immediately informed to the area Medial Officer of Health by telephone or email.


Making a Reservation at Cinnamon Hotels

Safe and Secure Level 1 Hotel Booking

As you arrive in Sri Lanka, you are required to stay in a Level 1 ‘Safe & Secure’ hotel. Cinnamon Bey Beruwala is a dedicated Level 1 hotel that can be booked via www.cinnamonhotels.com. All Level 1 hotels including ours comply with the COVID-19 health protocols and the tourism operational guidelines, taking care of travellers in their initial phase of the visit.


Applying for Visa

All visas must be applied online. When applying for your visa, you would need a pre-confirmed hotel booking at a Level 1 ‘Safe & Secure’ hotel. For more info visit eta.gov.lk


COVID-19 Insurance

Prior to your visit to Sri Lanka, you would need to obtain a COVID-19 local travel insurance for USD 12 covering a policy of USD 50,000 for a period of one month. The cost of the insurance cover can also be paid directly to the hotel when making the reservation at your preferred Level 1 hotel. if your stay exceeds 30 days, you should extend your insurance cover.


PCR Testing

All travellers (vaccinated and non-vaccinated) of two years and above, should obtain a negative COVID-19 PCR test report (English) done within 72 hours prior to boarding the flight. (Pre departure COVID-19 rapid antigen rest report is not accepted).

A mandatory cost of USD 40 per person will be charged per PCR test by the hotel prior to the arrival and the number of tests to be carried out will vary based on the below criteria:

  • The number of tests to be carried out will vary based on the number of nights booked at the hotel.
  • All travellers will undergo a COVID-19 PCR test on day 1(on arrival).


For vaccinated travellers;
  • Travellers who have received the recommend doses of COVID-19 vaccine should carry the original certificate/ card (together with a certified copy of English language translation if the certification card is not in English or if relevant data are not indicated in English in a non – English certification/ card) or a verifiable evidence of vaccination.
  • Travellers of two years and above should undergo a COVID -19 PCR test on Day 1 (on- arrival) at the pre-booked ‘Safe & Secure’ Level 1 hotel.
  • If COVID – 19 PCR test on Day 1 is positive for the traveller any children under 2 years of age will also be subjected to a PCR test.
  • Unvaccinated children (two to eighteen) of vaccinated travellers should undergo a COVID-19 PCR on Day 7. The test is required to be done at a pre-booked Ministry of Health approved, Sri Lanka Tourism Registered Laboratory and report to be submitted to [email protected].


For non - vaccinated travellers;
  • If the traveller stays up to 14 days or more, a second PCR test will be conducted between on Day 14. Once the Day 1 test results appear negative, travellers are allowed to visit the approved sites in the bio security bubble. If the stay is between1 – 4 nights ,1 –PCR test will be carried out depending on the & if the stay is more than 5 nights the traveller must obtain 2 PCR tests during their stay.
  • Children below two years are exempted from COVID -19 PCR testing. However, if the PCR testing of an accompanying traveller of the child is positive for COVID-19 , child will also be subjected to PCR testing subsequently.
  • If the traveller stays for less than 96 hours in Sri Lanka, they are not required to undergo an exit PCR test unless stated otherwise by the airline/country of destination.

Safety Stamp from World Travel and Tourism Council (WTTC)

Recognizing the safety protocols introduced by the Sri Lankan Government along with standards mandated by the SLTDA to ensure the safety of domestic and international travellers, Sri Lanka was awarded with the World Travel and Tourism Council’s (WTTC) ‘Safe Travels’ stamp.

The WTTC’s ‘Safe Travels’ stamp is the first of its kind, specifically designed to combat the effects of COVID-19 and similar outbreaks. Recognized and embraced by the United Nations World Tourism Organization (UNWTO), the stamp allows travellers to explore the globe whilst ensuring their safety.


SLTDA ‘Safe & Secure’ Compliance Certification

We are happy to announce that Cinnamon Hotels & Resorts is one of the first hotel chains to receive the ‘Safe & Secure’ certification awarded by the Sri Lanka Tourism Development Authority (SLTDA). SLTDA introduced the ‘Safe & Secure’ compliance certification to registered hotels and other service providers in tourism as a preliminary step in preparing the tourism industry to welcome international travellers.

KPMG Sri Lanka is the SLTDA appointed independent professional body to conduct the audit process to ensure that the registered accommodation / service provider has implemented the COVID-19 operational guidelines and health protocols introduced by SLTDA. Upon successful completion of the audit process by KPMG, the final review and certification was done by the Ministry of Health, Sri Lanka
